Introduction of PSME Authorized Inspector in Philippines

I would to  clarify, suggest and recommends to use and implement the importance of  PSME Code in the Philippine Industry.

1.) Some Industries in Philippines particularly those companies who used  and claimed that their products fully complied with PSME code and also claimed that their design factor is higher or more stringent than ASME Code.

  Can I ask PSME?  Is there any PSME Inspector to every industry who use to review and  implement the PSME Code requirements? how can we assure that their design complies with PSME code? Is there any Mechanical Design calculation review process being signed and stamped by PME? if yes, how can we trace those design document ? are we assigning a serial numbering system the same with ASME code which is visible and indicated in the product's name plate?

 In ASME Boiler and Pressure Vessel Code, fabricated Pressure Vessel and Boiler name plate will not be released by ASME inspector without reviewing the drawing  and mechanical design in compliance with ASME Code. Once ASME Inspector is satisfied and found that it fully complies with ASME code, then that is the only time he will release the ASME name plate with U, U2, or R stamp. 

What about here in Philippines, what is the basis why PME is signing directly into the drawings indicating the PME license number. Is there any controlling parameters that a certain PME who use to approve and sign a drawing and design? for example, a PME signed a boiler design, how can he assure that the design complies with PSME Code? are we using a PSME nameplate with serial number the same with ASME? at present, what is the evidence in every erected boiler or industrial equipment that it complies with PSME code? 

Is it possible here in Philippine industries to assign a PSME inspector under the control of PSME?  it aims to ensure that all design are reviewed by PSME inspector. this is a great opportunity to all mechanical engineers in the entire Philippines if ever.

With reference to the post made by Engr. Seth A. Duazo dated 15th of July 2017 that has a very good thoughts to develop PSME’s role. PSME should create a working group to have a program with timetable to adopt ASME Code gradually since it will take time. South Korea has adopt ASME Code and called it KEPEC Code. Here are some questions, additional information and suggestions.  

1. If PSME will adopt ASME Code for the construction of Boilers and Pressure Vessels, an “Expert”, qualified and experienced person is needed to handle and manage the creation of this Department?

2. PSME Inspector (PSME AI) shall be qualified by written examination with reference to ASME Code Sections that he wants to be qualified.

3. We need a law to make it mandatory that all boilers and pressure vessels shall be constructed and installed in the Philippines shall be in compliance with the ASME Code current mandatory edition or other Standards at the time the pressure equipment was constructed that will be accepted by the PSME AI. This system is already in place in other progressive/developed countries

4. PSME AI can’t sign ASME Manufacturer’s Data Report if the pressure equipment requires ASME or NB Certification Mark (Stamp) that includes the National Board Commission number of the ASME AI.

5. DOLE may handle the accreditation and control of PSME Authorized Inspector (PSME AI) performance who will be given written qualification examination based on the ASME Code mandatory Edition at the time of the examination. Currently 2017 Edition is mandatory, the next mandatory edition is 2019 Edition will be issued on July 1, 2019 and becomes mandatory on Jan. 1, 2020.

6. The PME may review the Design Calculation and Related Drawings, place his seal/signature if he has experience in Design calculations in compliance with the ASME Code requirements applicable Sections.

 

It's time to update our PSME Code with pressure equipment manufacturers and customers/owners growth of Codes and Standards users in order to ensure that construction of pressure equipment can be operated safely and reliably. A S M E Code means, “American Society of Mechanical Engineers Code” on Boilers and Pressure Vessel (BPV Code) that contains the rules for construction of boilers & pressure vessels which is the most widely accepted Code/Standard globally, and sometimes serves as the basis/reference for many local government standards. ASME Code can be achieved by understanding the value of a formal ASME Certification against the general requirement of the purchaser (Owner) of the pressure equipment that specifies the construction and design to be “in accordance with ASME”. In spite of the widespread use of the ASME Boiler and Pressure Vessel Code, misunderstanding still prevails as to how compliance with ASME Code can be achieved

 Duties/responsibilities of an ASME Authorized Inspector (AI) - The Inspector shall make all inspections specifically required of him plus such other inspections as he believes are necessary to enable him to certify that all vessels which he authorizes to be stamped with the Certification Mark have been designed and constructed in accordance with the requirements. Some, but not all, of the required inspections and verifications, which are defined in the applicable rules of ASME Code Section VIII-Division 1, 2017 Edition  are summarized as follows:

 

(a)  Verify that the Manufacturer has a valid Certificate of Authorization [UG-117(a)] and is working to a Quality Control System [UG-117(e)];

(b)   Verify that the applicable design calculations are available [U-2(b), U-2(c), Appendix 10-5, and 10-15(d)];

(c)   Verify that materials used in the construction of the vessel comply with the requirements of UG-4 through UG-14 (UG-93);

(d)  Verify that all welding and brazing procedures have been qualified (UW-28, UW-47, and UB-42);

(e)  Verify that all welders, welding operators, brazers, and brazing operators have been qualified (UW-29, UW-48, and UB-43);

(f)   Verify that the heat treatments, including PWHT, have been performed (UG-85, UW-10, UW-40, UW-49, and UF-52);

(g) Verify that material imperfections repaired by welding were acceptably repaired [ UG-78, UW-52(d)(2)(-c), UF-37, and UF-47(c)];

(h)  Verify that weld defects were acceptably repaired [UW-51(a) and UW-52(c)];

(-i)  Verify that required nondestructive examinations, impact tests, and other tests have been performed

and that the results are acceptable (UG-84, UG-93, UW-50, UW-51, UW-52, and UB-44);

(-j) Perform a visual inspection of vessel to confirm that the material identification numbers have been properly transferred (UG-77 and UG-94);

(k)  Perform a visual inspection of the vessel to confirm that there are no material or dimensional defects

(UG-95, UG-96, and UG-97);

(l)   Perform internal and external inspections and witnessing the hydrostatic or pneumatic tests (UG-96, UG-97, UG-99, UG-100, and UG-101);

(m) Verify that the required marking is provided (UG-115) and that any nameplate has been attached to the proper vessel; See attachment why demand for the Mark.

(n)  Sign the Certificate of Inspection on the Manufacturer’s Data Report when the vessel, to the best of his knowledge and belief, is in compliance with all the provisions of this Division. When the Inspector has certified by signing the Manufacturer’s Data Report, this indicates acceptance by the Inspector. This acceptance does not imply assumption by the Inspector of any of the responsibilities of the Manufacturer.

When one (1) of the AI duties/responsibilities above is not met/satisfied, Manufacturer’s Data Report can’t be signed and can’t authorize attachment of the Code nameplate to the correct pressure equipment.
