Bangko Central ng Pilipinas Invitation to Bid

1. The Bangko Sentral ng Pilipinas (BSP), through its Bids and Awards Committee (BAC), invites interested contractors to bid for the project described below:

Name of Project/Brief Description

Approved Budget for the Contract (ABC)

One (1) Lot Procurement of General Contractor for the Rehabilitation of Fume Extraction, Ventilation and Airconditioning (FEVAC) and Building C at the BSP Security Plant Complex, as per BSP Scope of Work, Technical Specifications, Plans and Drawings

Php296,500,000.00, inclusive of all applicable taxes

Scope of Work: Furnishing of all materials, labor, tools, equipment, technical supervision and other services, and performing ah operations necessary for the completion of the project in accordance with BSP approved plans, scope of works, and technical specifications, and subject to the terms and conditions of the contract.

Completion Period:

Within three hundred (300) calendar days reckoned from the date stipulated in the Notice to Proceed to be issued by the Department of General Services (DGS)

2. Prospective bidders should have a valid PCAB License for "General Building and Industrial Plant" (project kind) or specialty of "Mechanical Works" with at least "Large A" (with Allowable Range of Contract Cost up to Php300 M); and Special PCAB License, if bidding as Joint Venture.

3. Bidding is restricted to Filipino citizens, sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens.

4. The bidder should have completed at least one (1) construction contract that is similar to the contract to be bid and which involves any general construction works of industrial plants or general building with major Electro-Mechanical works specifically in Fume Extraction and HVAC (AC: Centralized System), which project cost is at least 50% of the ABC, of which, FEVAC component must be at least 25% of the ABC.

5. Eligibility Check/Screening and Preliminary Examination of Bids shall use non-discretionary "pass/fail" criterion.

6. All particulars and activities relative to Eligibility of Bidders and Screening, Bid Security, Performance Security, Pre-bid Conference(s), Evaluation of Bids, Post-qualification and Award of Contract shall be governed by Rep. Act No. 9184 and its revised Implementing Rules and Regulations (IRR).

7. The bidding documents are posted at the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the BSP Website ( Prospective bidders may download the bidding documents from any of these websites; provided that bidders shall pay a non-refundable fee of Php50,000.00, at the address above prior to, or upon submission of their bids.

8. The pre-bid conference shall be open to interested parties. However, only those who have purchased the bidding documents shall be aliowed to participate in the pre-bid conference and raise or submit written queries or clarifications. To ensure completeness and compliance of bids, bidders are advised to send not more than two (2) technical and/or administrative representatives who will prepare the bidding documents.

9. The BSP assumes no responsibility whatsoever to compensate or indemnify any bidder for expenses incurred in the preparation of bid.

10. The BSP reserves the right to reject any bid, declare a failure of bidding, not award the contract, annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to affected bidders.
